Today, the Chairman of the Senate Armed Services Committee, John McCain, R-Az., offered an amendment in the nature of a substitute (S. Amdt. #1003) to the National Defense Authorization Act for Fiscal Year 2018 (NDAA, HR 2810). Put simply, McCain offered the Senate's version of the NDAA to the House-passed NDAA as an amendment.
McCain's amendment is now considered the underlying bill for purposes of further amendment on the Senate floor. The text of the House amendment will be replaced completely by the substitute amendment whenever senators decide to end their debate.
Because the McCain amendment is an amendment in the nature of a substitute, the Senate will be using Chart 4 to process amendments absent unanimous consent.
